How does Monta handle AFIR data reporting compliance?
Monta automates AFIR data reporting to national access points on your behalf. This article covers setup steps for Austria, Belgium, France, Ireland, and Sweden.
For: Operators (CPOs) using Monta Hub
The Alternative Fuels Infrastructure Regulation (AFIR) is an EU-wide regulation that requires charge point operators (CPOs) to report charging station data to National Access Points (NAPs). Monta handles this reporting on your behalf, eliminating the need for manual data submission.
Why is AFIR data reporting required?
AFIR mandates that CPOs make static and dynamic charging data openly accessible. This includes location, connectors, pricing, availability, and operational status. Non-compliance may result in penalties or operational restrictions.
Monta acts as a data hub, automating compliance by submitting required data to each country's National Access Point. Monta operates from one global account covering all CPOs using Monta.
What do you need to do?
- Enable Roaming on all public charge points you want to report. Monta can only share data for charge points with Roaming enabled.
- Complete all required AFIR data fields in Monta Hub for each charge point.
- Follow the country-specific steps below for your country.
Austria
In Austria, CPOs must report data via the national registry E-Control at Ladestellen.at, in compliance with AFIR and Austria's Ladepunkt-Daten-Verordnung.
Do not report or upload data yourself. Register your operator account in E-Control and give Monta full control. Failure to comply may result in legal fines.
If you have already uploaded data yourself and want to give Monta full control:
- Register Monta as the provider of both static and dynamic data.
- Delete only the data you uploaded — do not delete data Monta uploaded.
CPOs not yet registered in E-Control
- Visit https://admin.ladestellen.at.
- Select gar keinen Dienstleister und mache alles Notwendige selbst.
- Register as Ladestellenbetreiber.
- Choose your EVSE ID or let the system generate one.
- Complete your company and user data to finish registration.
CPOs already registered in E-Control
- Log in at https://admin.ladestellen.at.
- Go to Hub-Anbieter, select Monta (AT*MON), and click Speichern.
- In the second drop-down below, select Monta (AT*MON) to allow Monta to manage your existing data.
- Go to Dynamische Daten, select Monta (AT*MON), and click Speichern.
- Share your EVSE ID with your Customer Success Manager (CSM) at Monta.
- In Monta Hub, complete all required charge point data fields. See the full list of required fields at E-Control.at.
- Enable Roaming on your charge points: go to Pricing & Access, toggle on Enable roaming, select a Roaming Price Group, and click Save changes.
If you operate under Monta's EVSE-Operator-ID (AT*MON), all Roaming charge points are automatically reported to Ladestellen.at.
Belgium
In Belgium, CPOs must report data via the National Access Point Transportdata.be. Monta can only share data for charge points with Roaming enabled.
Do not report data or create a new organisation yourself — give Monta full control.
Instructions for CPOs
- Download the proxy agreement template (.docx).
- Fill in the required information. In the Proxy section, include: "The "Proxy" Monta, with registered offices in Strandboulevarden 122, 5, 2100 Copenhagen, Denmark, represented by Rasmussen, Casper, CEO" and reference "Article 20 - Data provisions of Regulation (EU) 2023/1804 (AFIR)".
- Sign the document, convert it to PDF, and send it to your CSM at Monta. Monta will submit it to Transportdata.be on your behalf.
- In Monta Hub, complete all AFIR-required charge point fields, including Location, Connectors, Max kW, Vehicle suitability, and Energy source mix.
- Enable Roaming: go to Pricing & Access, toggle on Enable roaming, select a Roaming Price Group, and click Save changes.
- (Optional) Follow Monta's organisation on Transportdata.be to track reporting status.
France
In France, Monta is directly connected to the QualiCharge data platform, which reports data to France's National Access Point (data.gouv.fr). QualiCharge also collects data for the TIRUERT subsidy.
Do not report or upload data yourself. Monta can only share data for charge points with Roaming enabled.
Ensure the following fields are correctly completed in Monta Hub before enabling Roaming:
- Company Registration Number (SIREN) — Charging Site → Details → Site developer details
- Meter ID — Charge Point → Details → Meter ID (for charge points directly connected to the grid). For indirect connections, set Grid Connection Type to "Indirect" in Charging Site → Details.
- Max kW — must be set correctly on each charge point
- Location and coordinates — all charge points at the same station must share the same address and coordinate pair
Instructions for CPOs
- If you do not yet have an AFIREV identifier, request one at afirev.fr. Select "Charging operation unit" and complete the request form.
- Share your AFIREV identifier with your CSM at Monta. This will also be collectible via Monta Hub in the near future.
- Enable Roaming: go to Pricing & Access, toggle on Enable roaming, select a Roaming Price Group, and click Save changes.
Germany
National platform for data reporting
Germany uses Mobilithek as the national access point (NAP) for AFIR data reporting. Operated by the Federal Ministry of Digital and Transport (BMDV), Mobilithek collects static and dynamic charging infrastructure data from charge point operators across Germany.
Monta maintains a direct connection to Mobilithek, automatically reporting your charge point data on your behalf.
Data types to be reported
Monta commits to sharing all required static and dynamic data currently accessible from operators. The platform will collect any missing data through Monta Hub, then share it with Mobilithek for compliance.
How this works
Critical note: Operators should avoid self-reporting data directly to Mobilithek. Allow Monta to manage reporting instead. Monta can only share data with Mobilithek for charge points with roaming enabled.
If you do not want Monta to share your data with Mobilithek, contact your customer success manager.
Required information in Monta Hub
Ensure the following is complete and accurate in Monta Hub before reporting begins:
- Accurate address and coordinates for each charging site
- Maximum kW for each charge point
- Connector types
- Pricing information (price per kWh, per minute, session fee)

Enable roaming
In Monta Hub, open each charge point page and navigate to Pricing & Access. Toggle roaming on, select your roaming price group, and save changes.

Ireland
In Ireland, CPOs must submit charging data to Ireland's Open Data Portal (data.gov.ie) via the Transportation Infrastructure Ireland (TII) Data Exchange Platform (DXP). You need a unique IDRO operator ID.
Do not report or upload data yourself — register for your IDRO ID, then give Monta full control.
CPOs not yet registered for IDRO
- Complete the IDRO registration form (or request it from TII at AFIRdata@tii.ie). On the form, indicate that Monta is your data management system.
- Submit the form to TII at AFIRdata@tii.ie.
- TII will issue your unique IDRO ID (3-character alphanumeric code).
CPOs already registered for IDRO
- Share your CPO_ID with your CSM at Monta.
- Complete all AFIR-required data fields in Monta Hub and enable Roaming on charge points to be reported.
- Monta will share your data with TII's Data Exchange Platform via OCPI 2.2.1, making it accessible via the NAP.

Sweden
In Sweden, CPOs must report data via the National Access Point NOBIL. Energimyndigheten manages Swedish data and requests CPOs to share static and dynamic data via OCPI. Monta can only share data for charge points with Roaming enabled.
Do not report data yourself — give Monta full control.
Instructions for CPOs
- In Monta Hub, open the charge point page.
- Enable Roaming on all public charge points you want reported.
Additional required data fields will be collectible via Monta Hub soon. For issues, contact your CSM at Monta.
What happens after setup?
- Your data is automatically synchronised with Monta.
- Static data is reported daily.
- Dynamic data (charge point statuses) is reported in real time.
- Monta may need to collect additional data from you via Monta Hub in the future.
