UK PCPR Compliance Guide
How UK Charge Point Operators can meet PCPR 2023 requirements: helpline data reporting, roaming provider reporting, and Elexon certification for unmetered charge points.
This guide covers the three key compliance requirements under the UK Public Charge Point Regulations 2023: submitting helpline data reports, reporting roaming provider changes, and obtaining Elexon certification for unmetered charge points.
Part 1: Retrieve Helpline Data for PCPR Reporting
The Public Charge Point Regulations 2023 require UK Charge Point Operators to submit regular helpline reports to the Secretary of State and the enforcement authority.
What data you need to report
UK-based CPOs must report the following details of helpline calls received during each quarter:
- Total number of calls the helpline received during the quarter
- A breakdown of calls by type of assistance sought
- A breakdown of calls by resolution time, expressed in 10-minute intervals
- The percentage of calls not resolved by the reporting date, and the reasons why

Quarterly reports are due on an ongoing basis. The third report covers January–March 2025 and is due by the end of April 2025.
How you retrieve the data
Your dedicated Customer Success Manager will provide you with the helpline data in the form of an Excel sheet or PDF, which you can submit directly to the authorities. Monta is working toward providing automated API access to this data in future.
Who to send the report to
Submit your report to consumerofferconsult@ozev.gov.uk and pcpr@businessandtrade.gov.uk.
Note: The first report (due end of December 2024) only required confirmation that the helpline was set up and the helpline number itself.
Part 2: Retrieve Roaming Data for PCPR Reporting
The Public Charge Point Regulations 2023 also require UK CPOs to report changes to roaming providers within 28 days of any change.
How to see the list of roaming providers
Monta maintains a public list of roaming e-mobility service providers at portal2.monta.app/public/roaming/emsp. As a UK CPO, you should check this list every month to identify any additions or removals. Monta will add a table format in 2025 to make it easier to track changes over time.
How to report changes to the authorities
Whenever there are changes to the list, submit the landing page link via email to consumerofferconsult@ozev.gov.uk and pcpr@businessandtrade.gov.uk within 28 days.
Part 3: Get Certified with Elexon for Unmetered Charge Points
To operate unmetered EV charge points in the UK under the Balancing and Settlement Code (BSC), operators must be certified by Elexon as a Central Management System (CMS) provider. The process involves structured testing supported by Monta and reviewed by a certification consultant from PDA (Power Data Associates).
1. Initial testing (Estimated duration: 1–2 weeks)
Monta and the Operator jointly complete a standard testing evidence report containing Test Scenarios designed to simulate real-world usage and verify the accuracy of your data logging and control system. Except for the Purpose, Tests 1–4, and Test Group 11, all scenarios must be completed by the operator with support from a Monta data engineer.
Example: Test Scenario 1 — On and Off Test
- Connect a charge point to the Monta network and start a charge
- Take a screenshot of the kWh at the start of the session (visible in Monta Hub)
- Initiate a charging event with a steady load for at least 1 hour
- Take a screenshot after 1 hour of charging
- Stop the session and take a final screenshot of the kWh at the end of charging
2. Witness testing (Estimated duration: 1 day)
Once initial tests are documented, the same Test Scenarios are repeated in the presence of a PDA consultant. A Monta data engineer supports the session by generating required logs in real-time.
3. Final approval (Estimated duration: 2–4 weeks)
After both testing steps are complete, the Operator provides a list of meter_ids to be used for virtual metering. Monta compiles the completed test report and supporting logs and submits them to Elexon for review. Once approved, the operator is considered Elexon certified and ready to operate under the CMS framework.
4. Post-approval
Elexon will send an official UMS Change Code Form Application Form to be completed by the Operator. This completes the certification process and registers your configuration in the UMS database.
