AFIR data provision requirements in France
National platform for data reporting
To comply with the Alternative Fuels Infrastructure Regulation (AFIR), the QualiCharge data platform will be collecting EVSE static (charge points location, operator, etc.) and dynamic (statuses and charging sessions) data to provide high-quality and up-to-date datasets to France’s National Access Point: https://www.data.gouv.fr/fr/
Monta is directly connected to QualiCharge and is constantly reporting on Charge Point Operators (CPOs) data to ensure their charging stations data is correctly reported via the NAP.
QualiCharge is also responsible for collecting data for the TIRUERT subsidy.
Data types to be reported
Monta is committed to sharing all required dynamic and static data currently available from our operators. This process ensures alignment with both AFIR and TIRUERT requirements.
Moving forward, Monta will collect any missing data from operators through the Monta Hub. This data will then be shared with QualiCharge to ensure compliance with the latest requirements.

How this works
IMPORTANT!
We recommend you to avoid reporting or uploading data yourself, and allow Monta full control to streamline data reporting.
Monta can only share data with the NAPs for charge points that have the Roaming option enabled.
Make sure charge point coordinates and addresses are filled in correctly:
- The Meter-ID field is a requirement for charge points with the TIRUERT Subvention
- Make sure that the
max_kw
attribute of a charge point is correct - All charge points belonging to the same charge station should be linked to the same address and coordinates (longitude, latitude)
- A pair of coordinates can only be linked to one address
- Charge points that have an issue with the address cannot be sent to QualiCharge
Instructions for CPOs
If a CPO already owns an AFIREV Charging operation unit identifier, skip Step 1.
Step 1: Request AFIREV identifier
- Visit https://afirev.fr/en/home/
- Access https://afirev.fr/en/request-for-identifier/ to request an AFIREV identifier
- Select the “Charging operation unit” option
- Complete your Operational Unit and Owner data and send the request for a new operational unit identifier
Step 2: Share the AFIREV identifier with Monta
- Once a CPO has requested a Charging operational unit identifier, or owns one already, they should share their AFIREV identifier with Monta:
- currently via their Customer Success Manager at Monta
- in the coming weeks, the identifiers will be collected via Monta Hub
Step 3: Enable Roaming of your charge point
- Log in to Monta Hub and open the charge point page
- Go to the Pricing & Access section
- Toggle on Enable roaming
- Select the Roaming Price Group you want to apply
- Click on Save changes
What’s next
- Your data will be automatically synced with Monta
- Monta will connect your charging stations with the QualiCharge platform
- Monta will operate from one global account that represents all CPOs using Monta
- QualiCharge will automatically forward the required data to the CarbuRe platform for TIRUERT subsidy purposes (only if the CPO is registered in CarbuRe platform)
- Static data and charge sessions data reporting will occur daily
- Dynamic data (charge points statuses) reporting will occur in real-time
- In the future, Monta may need to collect additional data from you via the Monta Hub
